General qualities

Sustainable pace is the tool and time where the team concentrates on its self improvement. It is an investment that brings its returns in higher business value delivered per sprint. Without sustainable pace a growing velocity is a vanity metric.

It is not for covering up the slips on the estimated times

Its amount should be constant enough to be able to introduce metrics on it

These issues have to be treated as user stories, and planned. Preferably during the sprint planning meeting. A short time-box should be enough for it. Only real life practice will tell what “short” is.
